Originally from Tangier Island, Pastor Bob has served in pastoral ministry for more than 30 years. He earned degrees from Asbury College and Wesley Theological Seminary. Before joining the Global Methodist Church, he served 31 years in The United Methodist Church in pastoral and district and conference leadership roles, including as a delegate to the World Methodist Conference and Southeastern Jurisdictional Conference.

Bob currently serves as Chair of the Virginia Conference Board of Ministry, a member of the Episcopal Committee, and a delegate to the 2026 General Conference of the Global Methodist Church. He is married to Rev. Frances Cooper, and they have two daughters and four grandchildren.
